1:How to Pay Utility Bills in Hangzhou?
As long as you have a smartphone and use Alipay or WeChat pay, paying utilities is pretty easy in Hangzhou. Let’s take Alipay for example, There are account numbers of electricity, gas, and water you need. Please get these numbers from your landlord or your house agent, then you are ready to get the bills paid on Alipay.
[We should mention some housing compounds may have a different system of paying utilities. There are also slight differences between different districts. For these situations, will mention it later. ]
Firstly, find “utilities” on Alipay, if it’s not on the front page, go to “more” and find it in the list of “ convenient life”.

After you go to “utilities”, you will see an “add” symbol where you can add your utility accounts.
Now, let’s try to add an electricity account. After you press the “lightning” symbol, you will see a page like this, where you need to input the account number, give a name for this account, such as My Home, and very important, to do the “check” to allow Alipay to make this payment. Once you are on the next page, you will see the amount that you need to pay, and input the amount you are going to pay, it can be the same amount as you owe or any amount more than that. Usually, the electricity bills are issued on the 2nd or 3rd of each month, and you need to pay them before the 12th. If you can’t remember to pay it at the beginning of every month, don’t worry, you can do the Automatic Payment, just remember to cancel it when you move out of the apartment.

For paying for water, you need to check with your landlord or house agent if there is an account number you can use for Alipay or you need to go to the compound management office to pay the water bills. For many compounds, especially the ones in Binjiang district, you pay the water bills at the management office. Paying the water bill on Alipay is very similar to paying the electricity, except for one step where you need to choose the right water company that supplies water to your compound. After “ adding new account” and choosing “ water”, you will see a list of different water companies, choose the correct one, the same as the electricity, you need to input the account number and a name for the account and get the amount of bill on the next page. You can also set up automatic payment for the water bill to make life easier for you.
In most districts, you can pay the gas bill on Alipay with an account number, same as electricity and water. When you do that, you also need to choose the correct gas company. For people living in Gong Shu District, Xi Hu District, Shang Cheng District, Jiang Gan district, and Bin Jing district, you should choose Hangzhou Gas Company(杭州天然气有限公司), and for people living in Yu Hang district and Lin Ping district, you should choose Gang Hua Gas Campany(杭州港华燃气有限公司).
For people living in the Xiaoshan district, paying the gas bills could be a little tricky. There are many different gas companies in Xiao Shan, and each of them uses a different payment system. Gas in Xiaoshan usually needs to be prepaid instead of getting bills first and paying after, some gas companies may require you to go to their office to top money in the gas account, some gas companies have their own App for topping the fee. There is one gas company (Hangzhou Xiaoshan Pipeline Gas Developing Company) in Xiaoshan that cooperates with Alipay, so if this is the company that supplies gas for your compound, then you can do it on Alipay too. So check with your landlord or House Agent, and find out how to pay the gas bill for the apartment.

For most residential apartments, the unit price of electricity is different between on-peak hours and off-peak hours. Also, there are different prices for the different amounts of electricity you use in one calendar year, which means the more you use the more expensive it gets. But when the new year starts, it will be back to stage 1.

For water, it is 2.95 RMB per ton.
However, if it is a commercial building for residential purposes, such as the Loft or studio, the water, and electricity price will be a little more expensive than the residential apartments, and the unit price of different apartments will be slightly different as well. Moreover, Some properties will calculate the air conditioning fee separately, so please consult your house agent for specific unit fees.
3:About utilitiy meters
Learning to read the meters may not be necessary, but knowing where to look for them seems a good idea, in case your landlord needs you to check something on the meters. The electricity meters are usually outside your apartment, hiding in a cabinet in the corridor or the stairwell, they look like these:
The gas meters are usually in one of the cabinets in the kitchen or in the balcony. In some compounds, you are required to report the meter reading every two months to the gas company, or the staff of the gas company will knock at your door and read it for you, so they can get the bill issued. Paying attention to the gas meter is more important than the other two meters.
The water meters are also outside your apartment, in the cabinet in the corridor or stairwell.
Tips: Some of you may ask, could someone be secretly using my home's electricity? While it's almost impossible, you can check by doing this: cut off the power to all the appliances in your home and see if the meter still running. If the numbers on the meter are still changing, contact your landlord, agent, or electric company immediately. (This could be the same for testing the water/gas ) . In addition, some people will also wonder why my utility bills are so high, or whether the meter is broken. Although this situation is unlikely to happen, we can also check and test the meter by contacting the related utility company.
4:How to get the tax invoice for my utility fees?
Some people may need to get tax invoices of their utility fees for reimbursement from their company. For electricity, there are two ways to get the invoice. You can bring the records of paying electricity bills ( can be the screen captures of Alipay transactions) to the local electricity bureau office, and ask them to issue invoices for the fees you paid. The other way is you can apply for the digital invoices on State Grid App, but you need your landlord's help to do that, as it requires the owner of the apartment to do the process in person.
For gas, you can search for WeChat account called “杭州天然气有限公司”(Hangzhou Gas Company), then go to "19楼服务厅” ( 19th online customer center ), find "电子发票”(digital invoice), input the gas account number, then apply for the digital invoice.
